Tenancy registration in the UAE isn't run by one federal system, each emirate has built its own. Ejari is the Dubai Land Department's system, used for tenancies within Dubai. Tawtheeq is the equivalent system in Abu Dhabi, run by the Department of Municipalities and Transport (through Abu Dhabi Municipality). Both exist for the same underlying reason: giving authorities, utility providers and other government departments an official, verifiable record of who is renting what.

Why this matters if you move emirates

If you've rented in Dubai before and move to Abu Dhabi, or the other way around, your existing Ejari certificate won't be recognised for a tenancy in a different emirate. Each new lease needs registering under the local system covering that emirate, even if the process feels conceptually similar.
